The mission of the Harrison Soil & Water Conservation District is to promote stewardship by providing educational and technical assistance to cooperators for the conservation of our natural resources.

About Harrison SWCD 

The Harrison SWCD was organized in 1945 and consists of all the land within Harrison County. The District is governed by   5 duly elected supervisors   who serve staggered 3-year terms. Harrison SWCD Board of Supervisors holds public meetings each month to discuss natural resources priorities. The   Harrison SWCD office   is located in the Harrison County Government Center in Cadiz, Ohio.

The District works cooperatively with other county agencies, local officials, and other conservation organizations to increase the appreciation of our county's valuable natural resources.

Funding is obtained through the generous support of the Harrison County Commissioners, the Harrison County Auditor, the State of Ohio,  grants, and donations. The funding provided through these groups allows us to provide many services free of charge or at a reduced cost to residents and landowners in Harrison County.

Keila Ferguson

District Program Administrator  


Keila is a lifelong resident of Harrison County. She attended Kent State University where she graduated with an A.A.S. in Early Childhood Technology and a B.S. in Business Administration. Following graduation, her wish was to pursue a career in her hometown where she is able to assist landowners and residents with agricultural and environmental issues.  Keila is responsible for managing the Harrison SWCD finances, newsletter, educational events, and public relations. She acts as office manager and works to fulfill the District’s mission to promote stewardship through educational and technical assistance for the conservation of our natural resources.

Emma Yant

District Program Administrative Assistant


Emma grew up in Harrison County on her family’s small hobby farm. Like many others from the county, she grew up in 4-H and FFA which is where she gained a love for agriculture. In her adult years Emma has spent her time advocating for agriculture through Farm Bureau. Emma contributes many skills to our office with her degree in Office Technology from Kent State University. She works along side Keila to keep Harrison SWCD office and events running smoothly.

Caitlin Harris

Forestry and Wildlife Technician  


Caitlin Harris is a dedicated Forestry and Wildlife Technician with a degree in Wildlife Resource Management. With experience at the Muskingum Watershed Conservancy District and the Ohio Division of Wildlife, Caitlin brings a wealth of knowledge and passion to her role.

As a lifelong resident of Jefferson County, Caitlin is deeply committed to preserving the natural beauty and ecological integrity of the region. Her work focuses on sustainable forest management and wildlife conservation, ensuring that natural resources thrive for future generations.

When not in the field, Caitlin enjoys spending quality time with her husband of 10 years, Jake, and their spirited Labrador, Gilly.

Become a Board Member

Supervisors serve as volunteers and are granted specific powers under Chapter 1515 of the Ohio Revised Code and have the legal and ethical responsibility to ensure that Harrison SWCD meets its mission to provide educational and technical assistance to landowners. Board members are elected to serve staggered, three-year terms.

County residents are encouraged to attend the Annual Meeting and vote for board supervisors in order to help protect Harrison County's soil and water resources.
